I think there are many versions in "RSI Indicators" thread
and one pretty version of experts here too with 38 types of MA (Averaging methods) crosses option and much more included too

Indicator is just a tool.

Use it only if it can benefit you. Leave it if you don't know how to use it optimally.

It seems that that indicator has two states : 90% of time it is in a "low volatility" state, and 10% in elevated state. Probably needs some smoothing before alerts
