Unless it's a bucketshop, the maximum the broker offers is the most you'll be able to use. It also depends who the broker is regulated by as well. So if it's an Australian broker and regulated under ASIC, you'll only be able to ask for 1:30 leverage etc.

3Leverage and Margin are the same thing just looked at from opposite ends. You increase the amount of leverage used by increasing the bet size (up to the Regulator's imposed maximum), and decrease leveraged used by decreasing bet size (down to the broker's imposed minimum bet size).
1:30 Leverage is 3.33% Margin
1:20 Leverage is 5% Margin
1:10 Leverage is 10% Margin.

4I don't think this is possible. A lot of regulated brokers have very limited leverage but if you go offshore you'll be able to trade with higher leverage, so it really comes down to whether you're willing to do that or not. Personally, I went offshore partly for this reason but I understand many people are hesitant to do so.
