This was stated by Natalia Agre, director of the Department of state Policy in the field of upbringing, additional education and children's recreation at the Ministry of Education during the round table "From saving the people to multiplying the people" of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, reports TASS.
"We have a special military operation going on, [we are carrying out a lot of] serious, important events. And where is the romance for children? <...> I recently carefully started discussing, and where are our school discos?" she asked.
According to Agre, only 8% of children between the ages of 18 and 21 want to see themselves in family life. She explained such a low figure by the fact that the children "did not create" conditions for romantic relationships.
"We need places where a boy can ask a girl out. It's good that school uniforms are gradually returning, where boys are dressed like boys and girls like girls. This is very important, because even the appearance suggests a completely different quality of relationship between boys and girls," says Agre.
She recalled that the Ministry of Education annually monitors the value orientations of young people. This year, according to Agre, 673 thousand people took part in it. The study showed that compared to 2023, in 2024, the number of schoolchildren who did not want to start a family decreased from 11% to 8%, and those who did not plan to have children — from 16% to 14%. The number of those who plan to have two children has increased from 49% to 51%, and those who want three children — from 11% to 13%.
The Russian authorities have repeatedly stated that there is a demographic problem in the country. According to the Ministry of Health, the absolute number of births in Russia is now close to the 2000 figure, when it turned out to be one of the lowest.
First Deputy Minister of Health Viktor Fisenko attributed the problem to a decrease in the number of women of reproductive age and a less favorable age structure. The number of children born has been decreasing since 2017 against the background of the "demographic pit" that emerged in the 1990s. The authorities expect a reversal of the trend after 2027.
The downward trend in the birth rate is also observed in other parts of the world. In the European Union, a record low number of children were born in 2023 — 3.665 million, the lowest figure since data collection began in 1961.
As RBC wrote in November, the main Russian departments have prepared a draft Action Strategy for the implementation of family and demographic policy, and support for large families in the Russian Federation, calculated until 2036.
The goals of the strategy include "preserving the population by increasing the birth rate," "protecting, supporting and protecting the family as the fundamental foundation of Russian society," and "strengthening the institution of family and marriage as a union of men and women based on the preservation and promotion of traditional family values."
