Binary options were banned by European regulators back in 2018 as being too risky for dumb old retail traders. They also cut available leverage from 200:1 to 33:1 at the same time for the same reason.

I do not know the details. But these are long-lived people. It seems they have MT4.

Hi - Black Levels are liquidity inefficiencies in price action, they act exactly as FVG or S/D levels, just more accurate. The creation of a new level if in line with the trend just confirms it, if contrarian to the trend can forecast a pull back/ reverse.
