As it just happened when downloading mrtools .exe file....here are the steps for everyone who encounters this problem:

1.) At the bottom right....Click on "show all"

2. A list pops up showing the refusal of Chrome to download the file...Click "Keep dangerous file"

3. Click "keep anyway"

4. Problem solved
