Can you create an indicator that compares the high and low levels of two consecutive candles?

Conditions for an UP signal:

The previous candle is bearish (Close < Open).

The signal candle has a Low lower than the Low of the previous candle.

Conditions for a DOWN signal:

The previous candle is bullish (Close > Open).

The signal candle has a High higher than the High of the previous candle.

If the previous candle is bearish, only compare the Low of the two candles.
If the previous candle is bullish, only compare the High of the two candles.

There is no need to evaluate the Open or Close of the signal candle.
If the signal candle does not create a higher high or a lower low, a Flat signal will be generated.
