The DB still sends a Flat signal. Please check the indicator logic again.
As long as within the Signal Check range there is a candle that crosses the MA on the opposite side compared to the Signal Bar, the signal should be valid.
Only need price has crossed the MA line, it doesn’t matter whether the open or close price is above or below the MA.

DB should receive a signal when both indicators are in agreement, or when one indicator is Flat.

If the two indicators opposite signals—one Up and one Down—then DB is Flat.
