I only have the ex.4 files, both downloaded from this site, but's that arent the one you need, i guess, You need the mql4 file. Maybe the owner of this files will help us.

Hi. Candlestick color made by step ehler. But indicator for up/low lines, only autor of screenshot can tell you...

if i use this indi or step wpr indi with 4H timeframe on their setting and put it on 15M, is it going recalculate and change signal till 4H candle close or the signals that i see right now on the chart are fixed and never recalculate?
