Could you please take a look at the attached indicator, it seems to repaint signals on any applied price selected apart from open(1), possibly make it nrp and add arrow distance option?

Repainting should be fixed in this version.

MA RSI indicator
If RSI period = 80, and RSI level is 50 or greater than, then draw the MA (Moving Average) in white color.
Vice versa,
if RSI period = 80, and RSI level is less than 50, then draw the MA (Moving Average) in red color.

How does it not work for you?

Did you put the MA rsi.mq4 indicator into your Indicators folder and the MA RSI.tpl Template into your Templates folder then refresh?
