YES, i tested it on m1 chart for about 1.5hrs and the signal does seems ok, then
i also tested it on mt4 strategy tester using daily chart and the singal does not also repaint.
BUT i want opinion of the experts in case am missing something.

It is using different time frames in it's calculation, so yes it can repaint.

Nope, but that is a very old version, there are a bunch of newer colored Rsi's in the forum.
