Being a pilot requires plenty of expertise and physical fitness, maybe there aren't that many recruit that fit the criteria?

Yes , and maybe because of the rather meaningless wars of late nobody would want to enlist in the military , and this decision became more of a last resort option than something many people do out of sense of duty.
