I am new to forum and I have one question. I wish to send personal message to one member. How can I do it?

you cannot until u are here some time......... they stop private msg for new members cos SPAM

How much is the required post count? I've been here a while just haven't felt like I had anything to contribute yet lol

As a new member you can only receive Private Messages. Pm's can be replied to and composed after you've made 15 posts.
