Added EA function to prevent entry on past time entry signals.

If an entry signal has already been displayed, it will not entry.
The following is assumed
- When starting MT4
- When changing EA settings
- Switching sessions (trade time zone settings)

No entry is made when an open position is closed while an entry signal is displayed.
The following is assumed
- Take profit
- Trailing stop
- Stop loss
- Basket take profit
- Basket loss cut
- Emergency close

In either case,
If the entry signal disappears and then reappears, the entry will be made.
