Its essence is simple and beautiful - the arithmetic mean of the mean partial sums of the series is sought. If we reduce this whole thing to weight coefficients, then it turns out that the indicator is somewhere in the middle between the exponential and linear averages. Hence its properties follow - it reacts quite cheerfully to actual changes, but ignores outliers.
