Hey Sam, that is being judged based on your HTF analysis, plz take a look at this screenshot I got from my 4H chart, as you can see I waited for the price to bounce back from the institutional level in 4H, and that is the time you enter the short. also a new framework established which means that the short will be more powerful.

Hey sam, yes they are key levels that price could take actions, so you have to carefully watch the reaction, and decide to enter or close the trade. however actually they are the middle line of order blocks.
